2.1. Dragan Golubović: The Future of Maritime Target Detection Using HFSWRs: High-Resolution Approach- Invited paper
Abstract - In recent years, maritime surveillance of sea targets at long distances has been a current topic, especially from a security point of view. For this purpose, High-Frequency Surface Wave Radars (HFSWRs) are often used because their detection range exceeds the over-the-horizon distance. This paper represents a comprehensive study of high-resolution (HR) primary signal processing in HFSWRs which is a critical task because the performance of such systems depends on it. The paper also proposes main principles of maritime target detection using HR approach, which differs from state-of-the art approaches. The proposed algorithms are based on a HR estimation of the Range–Doppler map, where target detection is performed, and then the azimuth estimation by a high-resolution MUSIC-type algorithm, that is executed for all detections founded in the range-Doppler map. The operation at one frequency, as well as bi-frequency operation mode are shown. The goal of the bi-frequency mode of operation is to improve the detectability of sea targets, which are affected by different Bragg-line interference patterns. The experimental study shows the effectiveness and efficiency of the newly developed algorithms in real conditions and promising performance that either matches or outperforms primary signal processing used by many existing radars. Probability of target detection, detection accuracy, matching with Automatic Identification System (AIS) and resolvability of targets are improved, which indicates that the proposed algorithms represent the future direction in HFSWR primary signal processing.

Abstract - In this overview paper, we present a reliability analysis for massive Internet of Things (IoT) connectivity in cellular networks. In such networks, IoT devices intermittently and unpredictably transmit short data packets to base stations (BSs), often causing interference with other devices sharing the same uplink channel. Assuming a slotted ALOHA random access scheme under Nakagami fading, we investigate the probability that a short-packet transmission from an IoT device fails to be decoded, in the nearest BS and macro diversity reception regime. Using a combination of finite block-length (FBL) information theory and stochastic geometry, we derive error probability expressions. These FBL-based results are compared with existing asymptotic expressions, which assume the transmission of asymptotically long packets. Numerical results confirm the accuracy of the derived expressions and their relevance to the design and performance evaluation of massive IoT systems across a wide range of parameters.

Abstract - Over the years a large amount of data has been published on open data portals. These portals are organized to enhance published data accessibility by providing search mechanisms that utilize metadata. However, due to the metadata incompleteness, such as missing category information, datasets are harder to be found. Therefore, within this paper, we address the issue of missing category information by proposing an approach for categorizing datasets using keywords and their usage within categories.

Abstract - Nowadays, internet use is deeply rooted in all aspects of human society. From entertainment, gaming, and leisure to digitalized e-government services, education, and national defense, from children to the elderly population, this service is present everywhere for everyone. High demand and high competition among internet providers force continuous improvement of their networks. To analyze network performance and be able to react proactively, operators need to collect performance measurements from their devices. Considering the number of devices, network heterogeneity, data volume, and many other aspects, this can be a very challenging job. This paper presents a system for big data collection and performance monitoring implemented for cable networks. The introduced system solves all the mentioned challenges while being scalable enough to give unlimited capacity and processing power, with a flexible design that can be easily adjusted to support many other use cases. Although this system is presented through a cable network use case, the same can be used in other networks as well.
7.8. Ivan Vajs, Milica Janković: An insight into the visual sampling strategy: eye-tracking features in dyslexia- Invited paper
Abstract - Dyslexia is neurological disorder that negatively impacts a person’s ability to read and comprehend textual content. It has varying estimations of prevalence ranging from 5 to 20% of the population, and an early diagnosis is fundamental for a timely intervention. One of the methods that is available for objective reading assessment and therefore contributes to the monitoring of dyslexic tendencies is eye-tracking. Using this technology, it is possible to obtain a better understanding of a person’s reading patterns, or visual attention patterns in general, and thus aid in the diagnostic process as well as the improvements obtained through therapy. In this paper, an introduction to the dyslexia definitions and diagnostic process is given, followed by a review of patterns obtained from eye-tracking for the purpose of dyslexia assessment. The overview of the different features shows the different approaches and their relation to spatial and temporal gaze characteristics as well as their sensitivity to gaze outliers and the total length of the text that is read. The experimental setups are discussed as well, discussing different types of stimuli and their influence. A discussion of different instrumentation, as well as technical requirements that can impact the quality of the obtained features is also discussed, alongside other aspects that can influence feature quality and therefore conclusions that can be drawn from them. Finally, directions for future work related to eye-tracking and dyslexia are given, considering the work presented in the literature and the development of new technologies.

Abstract - The trend of increasing the number of electric vehicles (EV) requires the installation of charging stations for electric vehicles. On the other hand, the concept of smart cities aims to increase the quality of life of citizens. This paper describes a system for remote control of charging stations for electric vehicles powered by renewable energy sources. The architecture of the system for remote control of the mentioned stations is described. The introduction of IoT into the station was also discussed in order to integrate it into the IoT system of the smart city. The telecommunication aspects were generally presented and it was shown why and how IoT is introduced into the EV charging station. The terminal for remote control of the station, as a central part of the system, is specially described. The terminal enables remote control of electric vehicle chargers, smart batteries and renewable energy sources, smart meters and fiscal cash registers. This paper also describes the realization of the hardware and software of such a terminal. Also, the application of artificial intelligence in the operation of the terminal was considered.

Abstract - This extended abstract demonstrates a novel approach to holographic interrogation of the Morpho butterfly wings used as a broad-spectrum imager. The holographic readout is performed at the dorsal side of the wing sample, while the opto-thermo-mechanical excitation of the wing is induced through its ventral (back) side. This mitigates the tradeoff between high-quality holographic readout and high sensor sensitivity due to increased absorption.

Abstract - In order to achieve the peek program performance, compilers employ numerous optimizations. Some of these optimizations, although highly effective, come with the high price in terms of compilation time, and the compiled code size. This is why it is beneficial to apply optimizations on only selected portions of the most frequently executed code – hot code. In JIT-compiled programs, information about the frequency of code execution is available during the compilation, however, AOT compilers must compensate through the profiling data collected from the previous program runs. In this paper, we use partially context-sensitive profiles, for efficient profile collection and managing, to identify and reconstruct significant hot-code fragments. We show that, with the proper identification of the hot code, significantly better program performance can be achieved with reasonable cost.
